Federal transportation laws, the Moving Ahead for Progress in the 21st Century Act (MAP-21) and the Fixing America’s Surface Transportation Act (FAST Act), require state departments of transportation (DOTs), metropolitan planning organizations (MPOs), and public transportation providers to conduct performance-based planning by tracking performance and establishing data-driven performance targets to assess progress toward achieving goals. The Safety (PM1), Bridge and Pavement Condition (PM2), and System Performance (PM3).
